Comunicación: 1.- Comunicando su preocupación por la decadencia productiva alarmante de la provincia y pide se solicite sugerencias a los diferentes sectores de la región para levantar la producción. 2.- El Gobernador comunica la inquietud a los diferentes sectores productivos. 3.- Se envían las sugerencias coincidiendo en algunos factores básicos como: El desarrolo de la minería, la siembra de algodón, la quina y algunos vegetales, la necesidad de mejorar las vías de acceso. 4.- El Cabildo Eclesiástico propone la necesidad de capacitar a la pblación en artes y oficios y la creación de centros educativos.
