Comunicación en la que se determina quienes deben pagar tributos y son: los hijos legítimos de indios en mujeres españolas o mestizas, los naturales hijos de indias así tengan padre español, los hijos de negros libres, zambos o zambaygos, sean estos legítimos, naturales o espurios; los hijos de negros en indias así sean esclavos ( un monto menor). En caso de indios puros el tributo será total, 2.- Se hace una aclaración sobre que los hijos legítimos de indias con blanco o mestizo no deben pagar tributo ( en ellos cesa la obligación)
