Destácase un pronunciamiento hecho en el año de 1870 por el Obispo de Cuenca, Remigio Estévez de Toral, en el que amonesta a los autores anónimos de varios pasquines en contra de Don Carlos Ordóñez, Gobernador de la Provincia, y su familia, y el temor que existía del desamparo que Ordóñez podría sufrir de parte del gobierno de García Moreno, si es que llegaba a comprobarse que las acusaciones que se le imputaban, eran verdaderas. Dentro de la correspondencia política que este personaje mantuvo con las diferentes personas, encargadas de buscar apoyo para su candidatura durante la época de elecciones presidenciales en el año de 1875, tras conocer la muerte de García Moreno, encontraremos el apoyo incondicional que los grupos liberales dieron a Antonio Borrero para su participación política que lo llevó a proclamar su triunfo como Presidente de la República del Ecuador.
